In a recent rankings, political analyst Vladimir Ivanov weighed in on Victor Nazarov's rise as one of the top media-efficient governors.
This list takes into account both positive and negative mentions, so it's misleading to claim that a high volume of media coverage equates to an objective advantage for governors, theoretically speaking.
Media presence, from my point of view, is primarily driven by elections. For governors facing elections in the near future, media activity is a necessity. They must maintain a media-active profile, ensuring maximum visibility.
The more a potential election candidate is mentioned, the better for them, the higher their profile. When you have a high profile, you can start building your popularity. However, this process can also run parallel. If a person has elections coming up within a year, two and they're quiet, low-key, that's not good.
For governors not facing elections in the near term, it's a matter of individual situations, in my opinion. Media activity is optional. Some governors enjoy being in the public eye, meeting with journalists, maintaining blogs, Twitter accounts, hosting news conferences. Others take the "let them talk about my accomplishments" stance, intentionally avoiding measures to increase their visibility, opting for a low-key approach. Former Moscow Region Governor Boris Gromov, for instance, was the latter type.
As far as I can tell, Mr. Nazarov's elections are not imminent. For now, he has the choice to approach his media activity selectively. If he wishes to step up his media activity, he can do so. Nothing wrong with that. If he doesn't feel the pull towards it, he can exist comfortably in this mode for the next year or two.
