In the heart of mid-2025, the debate surrounding Defense Minister Boris Pistorius' plans to reinstate a form of mandatory military service in Germany remains divisive. Pistorius' draft law, aiming to reintroduce compulsory elements for youth military service, targets implementation by early 2026.

However, this proposal faces significant opposition from factions within the SPD, including its youth wing. During the SPD party congress in June, nearly a motion against mandatory service was passed. This resistance reflects broader concerns about potential infringements on young people's rights and debates about national security needs.

Philipp Tümer, Juso chairman, has been a vocal critic of Pistorius' plans, insisting on the voluntary nature of any military service. Tümer's comments come after the SPD party congress, where the party clearly voted against any conscription. He calls on other Social Democrats to join his resistance against the proposed military service.

The negotiations are being carried out in the so-called early coordination within the coalition. The Chancellery, headed by Thorsten Frei, has demanded changes and conditions for departmental coordination on the draft law for the new military service. An email from Frei to the Ministry of Defense stated that he would only release the draft law with "amendments and conditions for departmental coordination."

Tümer believes Pistorius' approach is damaging the SPD's credibility and criticizes it as an attempt to remedy past defense policy shortcomings at the expense of the least responsible generation. He warns of constitutional risks due to uncertainties about the potential escalation of the defense political situation and a "massive infringement on the rights of young people" due to the proposed military service.

The new military service, as per the coalition agreement, will initially be based on a voluntary basis, following the Swedish model. However, Tümer warns that the proposed service places the defense policy shortcomings of the past on the shoulders of the younger generation.

Intensive negotiations on the draft law for the new military service are continuing within the federal government. As the debate rages on, it is clear that the plan is progressing but remains controversial and contested within the SPD and the broader coalition. The bill has yet to clear cabinet approval, expected in August 2025.
