In a significant move to bolster Ukraine's defense capabilities, Germany is set to formalise a deal for the urgent delivery of two US-made Patriot air defense missile systems to Ukraine. The agreement, which is expected to be concluded during German Defense Minister Boris Pistorius' official visit to the US on July 14, 2025, follows earlier statements by German leaders expressing their readiness to purchase additional Patriot systems from the US to support Ukraine in response to ongoing Russian missile and drone attacks.

However, this move comes with its own complexities. With three Patriot batteries already transferred to Ukraine and others leased, Germany's own stock for defense purposes is limited. As of the visit, only about six Patriot batteries remain in Germany, which is insufficient to meet both NATO capability goals and domestic requirements. Despite this shortage, Germany is proceeding with financial and logistical arrangements to buy new systems from the US for Ukraine, rather than deplete its own operational stock further.

The US has maintained a significant military presence in Germany for decades, but there have been no recent major announcements about changes to this presence. The latest security discussions have focused on air defense cooperation and arms procurement rather than troop deployments.

In addition to the Patriot systems, Germany is also expected to acquire air defense missiles of the SM-6 type and newly developed hypersonic weapons, according to a promise made by US President Joe Biden. Ukraine has estimated the need for a total of ten Patriot systems.

Germany is not the only country contributing to the effort. Norway is set to finance another Patriot system, and other air defense systems like Iris-T and the Gepard anti-aircraft tank have already been delivered from Germany.

Defense Minister Pistorius is traveling to Washington today for consultations about Ukraine and NATO military cooperation. The visit follows a similar trip by Chancellor Friedrich Merz (CDU) in early June, during which Merz publicly expressed Germany's readiness to buy Patriot air defense systems from the US and send them to Ukraine.

In a separate development, the Luftwaffe has ordered 35 F-35 fighter jets worth ten billion euros from the US company Lockheed Martin. These jets are set to be delivered from next year and will be kept ready for NATO's nuclear deterrence.

The Commission has also been consulted on the proposed acquisition of air defense missiles, including the SM-6 type and hypersonic weapons, for the period 2000-06, in light of the ongoing political and general news involving war-and-conflicts, particularly the war in Ukraine. The upcoming NATO military cooperation discussions, including Germany's purchase of additional Patriot systems and Norway's contribution of a Patriot system, are expected to be significant in shaping the region's defensive capabilities.
