Ukrainian President Volodymyr Zelenskyy has accused Russia of pursuing plans for a broader conquest than publicly acknowledged. During a summit with Southeast European leaders in Odessa, Zelenskyy stated, "Russia intends to destabilize this region - Odessa - and then the borders with Moldova and Romania. Their goal is to create chaos in the region to weaken Europe as a whole."

Shortly after the onset of Russia's invasion, high-ranking general Rustam Minnekayev declared the control of southern Ukraine and the land route to the Transnistrian region of Moldova, which seceded from Moldova, as war objectives. The Kremlin has yet to make an official statement on this.
