Bill to Make Phone Calls Free in Massachusetts Prisons Takes Effect

Effective this Friday, all 14 correctional facilities in Massachusetts will provide inmates with free phone calls, as per a press release from the Massachusetts Department of Corrections.

The change aims to offer fair opportunities for continuous communication between inmates and their families, according to the press release. There's no limit to the number of calls an inmate can make.

"The Massachusetts Department of Corrections understands the importance of inmates maintaining contact with their families," said Carol Michie, Corrections Commissioner, in the press release. "The toll-free phone number will reduce financial burden and eliminate barriers for those in custody of the U.S. Justice Department in Massachusetts. This strong family support aids in the healing process, reduces recidivism, and simplifies reentry into society after release."

Insight

Massachusetts becomes the seventh U.S. state to allow free phone calls for inmates. According to research, the cost of prison phone calls for families could reach up to $14 per minute before the Federal Communications Commission established price caps in 2015.

Impact

Free phone calls can:

  • Enhance Rehabilitation: Frequent communication with loved ones can improve inmates' psychological well-being and facilitate their reintegration into society.
  • Increase Communication: Inmates can address urgent matters more quickly if phone calls are free and readily available.
  • Reduce Financial Burden: Eliminating phone call fees will ease the financial stress on families who often pay for collect calls.
  • Improve Family Connections: Strong family ties are essential for successful reentry into society. Free phone calls can maintain these connections.

Precedents

  • In 2019, New York City became the first major U.S. city to provide free prison phone service to inmates.
  • In 2021, Connecticut became the first U.S. state to provide free phone calls for all inmates.
