Philippines' online gambling boom hits $2.5B as risks spark reform calls

Online gambling in the Philippines has surged since the COVID-19 pandemic. In the third quarter of 2025 alone, licensed platforms generated PHP41.94 billion ($729.6 million) in gross revenue. The rapid expansion has sparked calls for stricter oversight and public education on its risks.

The industry's growth has been dramatic. Revenue jumped from $116.6 million in 2021 to over $2.5 billion in the first nine months of 2025. More than 80 licensed operators now offer round-the-clock casino games to Filipino players.

Nearly half of the country's adult population—around 32 million people—are gambling online. The Manila Bulletin, a major national newspaper, has raised concerns about the social impact. Its editorial board highlighted rising financial strain and poverty linked to excessive betting.

The government sees potential profits from the sector, while some of the nation's wealthiest figures hold major stakes in gaming companies. In response to the boom, the Manila Bulletin is pushing for regulatory reforms. It also urges stronger public awareness campaigns to warn citizens about the dangers of online gambling.

The Philippines now hosts one of Asia's fastest-growing online gambling markets. With billions in revenue and millions of participants, the sector's expansion shows no signs of slowing. Authorities face increasing pressure to balance economic gains with social protections.
