The state government of North Rhine-Westphalia has taken a significant step in enforcing the Corona Protection Ordinance by issuing a penalty catalog for offenses against the regulations. The catalog, published by the Ministry of Labour, Health and Social Affairs of the state (Ministerium für Arbeit, Gesundheit und Soziales des Landes Nordrhein-Westfalen), outlines fines for various activities that breach the Corona protection measures.

Public gatherings remain a concern, with fines of 200 euros per person for assemblies of more than two people, and a more severe penalty of 400 euros per person for participating in public events. It is important to note that public gatherings with more than ten persons are considered criminal offenses.

The operation of several establishments, including bars, clubs, discotheques, gaming halls, cinemas, fitness and solariums, restaurants, cafes, pubs, snack bars, hairdressing salons, massage salons, cosmetic, nail and tattoo studios, incurs a fine of 2,000 euros, 5,000 euros, and 4,000 euros respectively. Unauthorized visits to hospitals or nursing homes also result in a fine of 200 euros per person.

Picnicking or grilling in public places and conducting public events are considered serious breaches of the Corona Protection Ordinance, with fines of 250 euros per person for each offense.
