In a joint press conference held in Berlin, Germany, German Chancellor Friedrich Merz outlined his stance on Ukraine's future negotiations. The conference, which also included Ukrainian President Volodymyr Zelensky, followed an online meeting with US President Donald Trump and European leaders.

Merz made it clear that genuine negotiations on Ukraine's future can only take place at a summit meeting where Ukraine itself participates. He underscored that such a summit is only feasible if there is a ceasefire in Ukraine by that time. Merz emphasized that it would be "more than desirable" for a ceasefire to be in place for these talks, and that Ukraine must not be forced to cede territory but must make its own decisions during negotiations.

The Chancellor also highlighted the importance of joint security guarantees for Ukraine. He mentioned that the United States is prepared to provide such guarantees, and he expects the whole of Europe to participate in this security arrangement.

In addition, Merz stressed that the Ukrainian Constitution should not be changed during negotiations. He reiterated Ukraine's sovereignty regarding territorial decisions, emphasizing that any changes should be made through democratic processes.
