The annual allowance hike for German Parliament Members (Bundestag) has stirred up mixed feelings. The long-standing tradition of automatically increasing their salaries based on wage developments was recently upheld, despite objections from the AfD and the Left party.

At the heart of the controversy lies section 49 of the Basic Law (Grundgesetz) that guarantees Members an "appropriate" allowance that maintains their independence. The details are laid out in the Members' Act (Abgeordnetengesetz). Allowances are tied to the wages of judges at the highest federal courts. The "Allowance Ruling" of the Federal Constitutional Court from 1975 stipulates that the allowance should match the importance, responsibilities, and burdens of the role, as well as the office's rank in the constitutional order.

While some view the link to wage developments and the orientation towards the highest federal judges' remuneration as understandable, fair, and appropriate, critics, like the AfD's Parliamentary Business Manager Stephan Brandner, disapprove, labeling it "sleazy."

Currently, Members draw a monthly salary of 11,227.20 euros, which is taxable, and an additional, tax-free monthly cost allowance of 5,349.58 euros. controversies Proposed Allowance Hike in Bundestag

As per the Constitutional Court ruling, Members must vote annually in public view on their allowances. This practice resembles the annual pension adjustments on July 1st, regardless of wage decline. Each newly elected Bundestag needs to vote on whether to maintain this procedure until the next election.

Controversy over automatic annual increases in MPs' allowances can emerge due to factors such as perceived inequality, lack of transparency, economic conditions, and political influence. Public resentment can easily be fostered if lawmakers appear to receive automatic increases while citizens face economic hardship, or if the increase process appears biased towards politicians.
