Parliament and Council endorse Mediterranean Strategy execution

The German state of Lower Saxony initiated its new Security Policy Dialogue today, gathering key stakeholders from diverse sectors to discuss the evolving security policy landscape for Germany and Europe.

The event, held in Hannover, featured discussions involving Prof. Anke Kayser-Pyzalla (Chairwoman of the German Aerospace Center), Lieutenant General Gunter Schneider, and representatives of the state government.

Prof. Kayser-Pyzalla emphasized the significance of Lower Saxony's technological and innovative sovereignty for its security and defense capabilities. She highlighted the German Aerospace Center's role as a reliable partner for public stakeholders and the economy in security and defense research.

Lieutenant General Schneider underscored the need for a robust defense and credible deterrent capability in the current volatile security situation. He cited the Russian attack on Ukraine, hybrid threats, attacks on critical infrastructures, and targeted disinformation as key challenges.

Interior Minister Daniela Behrens stressed the urgency to tackle these growing threats decisively and strategically, particularly in light of hybrid threats and the real danger of an attack on NATO. She emphasized the importance of collaboration among all actors whose expertise is crucial in an emergency.

Lower Saxony's Minister President Olaf Lies emphasized the need for organizing precautions in response to the changed security situation. He stated that the goal is to organize civil defense and resilience as a task for the entire state and society, and to better interlink existing concepts and strategies across departments and all levels.

A business office for the Security Policy Dialogue will be established in the State Chancellery to coordinate the overall process and bundle specialist work. The head of this office is Christian Matlak.

The Lower Saxony Security Policy Dialogue will take place semi-annually with changing focuses. Following the kick-off event, the process will be handed over to various working groups.

Science Minister Falko Mohrs concluded that security and defense research is crucial and urgent. He emphasized the crucial role Lower Saxon universities can play in security and defense research, particularly in the development of relevant technologies, scientifically sound recommendations for action, and medical care in an emergency.

Prof. Kayser-Pyzalla welcomed the consistent integration of innovation and technology into the security policy dialogue in Lower Saxony. She stated that clear responsibilities, binding measures, and processes are needed in a crisis to ensure that administration remains capable of acting, the economy remains capable of delivering and working, and the population remains protected.

The inaugural event of the Lower Saxony Security Policy Dialogue marked a significant step towards enhancing Germany's and Europe's security policy framework, with the active participation of over 80 representatives from various sectors. The dialogue aims to bring together actors from the state, economy, science, municipalities, and aid organizations to address the changing security policy landscape.
