JPJ Warns of Risks Posed by Inactive CDL Holders
The Road Transport Department (JPJ) has identified a significant issue concerning Competent Driving Licence (CDL) holders who have not renewed their licenses for more than three years. According to JPJ director-general, Datuk Aedy Fadly Ramli, this inactivity poses a risk to both the holders and other road users.
Under Act 333, driving a motor vehicle requires a valid and active driving licence. CDL holders whose licenses have expired for less than three years can renew them via the MyJPJ app, the mySikap portal, or any JPJ counter nationwide. However, for those whose licenses have been inactive for more than three years, they must renew or reactivate their licenses by passing the KPP02 and KPP03 tests.
These tests are primarily conducted at the Institut Memandu Jabatan Pengangkutan Jalan (JPJ Driving Institutes) and other JPJ-approved driving schools across Malaysia. CDL holders who wish to continue driving must complete these tests to obtain or reactivate their licenses.
Datuk Aedy Fadly Ramli made these statements today, highlighting the importance of ensuring that all CDL holders have a valid and active license. He emphasised that it is considered an offense for holders of inactive CDLs to drive, as this poses risks to both themselves and other road users.
The JPJ has identified 2.3 million inactive CDL holders, and it is unclear at this time how many of these individuals have renewed their licenses since the announcement. For those who have not renewed but wish to continue driving, they must retake the Driver's Education Curriculum Test, Parts 2 and 3 (KPP02 and KPP03), at any nearby driving institute.
