Having met the second hurdle on their path to altering Hamburg's climate change laws, the Zukunftsentscheid initiative boasts a mammoth collection of signatures crushing the legal minimum. With more than 65,800 signatures, the initiative far outstripped the requirement, making headway towards the required popular vote.

"Our ranks swelled to over 600 active participants—but in the final days of the People's Initiative, we even managed to grab last-minute signatures from across Hamburg," shares the Zukunftsentscheid team. "The broader support for our cause has brought us immense joy."

Once the Senate has reviewed and formally ratified the results, a citywide vote will take place alongside the 2025 federal elections, allowing all eligible Hamburg residents a say in the proposed climate change legislative draft.

Earlier Climate Neutrality for Hamburg in Sight

The initiative's objective is to modernize the Hamburger Klimaschutzgesetz. "Our city deserves an honest climate policy," states the initiative's online platform. The proposed Zukunftsentscheid has developed a tailored draft law that outperforms the current one, boasting sustainability, predictability, and social fairness.

The updated law calls for Hamburg to reach climate neutrality by 2040, five years ahead of the initially proposed target. To realize this goal, annual milestones and continuous monitoring will be established. Key performance indicators, such as annual CO2 emissions limits, will be introduced. Sector-specific targets absent from the current draft will be determined by the civic community and integrated into Hamburg's overall climate plan.

Additional state resources will finance the creation of six new positions within the Environment Department as well as bolster the Klimabeirat, a 15-member scientific advisory council of the department.
