Firm, Unyielding Stance: FIL Excludes Russian Athletes Once More
In a resolute move, the International Luge Federation (FIL) has stood firm. Russian athletes will be once again barred from participating in the 2026 Winter Olympics, as declared after their 73rd congress held in Tampere, Finland. This exclusion extends to the qualification process for the Winter Games in Milan and Cortina d'Ampezzo.
Following the decision, FIL President Einars Fogelis voiced, "Our congress has spoken loud and clear. We value upholding a fair and secure competition environment. We respect the diverse opinions within our community, particularly our athletes' viewpoints."
The FIL's stance ushers back its long-standing policy, first enacted on September 23, 2022. The debate centered on whether Russian athletes could compete as "neutral athletes" under the International Olympic Committee's guidelines.
Athletes' Views
Leon Felderer, chairman of the FIL Athletes' Commission, presented the results of an anonymous survey shedding light on the different opinions among luge and natural track athletes. A range of views surfaced with safety, anti-doping, fair competition, and equal opportunity concerns prevalent in the Olympic qualification process. "Our athletes have a variety of perspectives. There are numerous concerns and arguments on both sides," explained Felderer.
The voting results demonstrated an overwhelming majority endorsing the maintenance of the existing ban —24 delegates in favor, 7 against, and one invalid vote. The FIL executives were also denied the authority to formulate a participation program for neutral Russian athletes in a separate vote. This firm decision blocks Russian athletes from participating in the 2026 Winter Olympics. Once more, 24 delegates reiterated their stance on a full exclusion, while 8 delegates advocated for reconsidering an Athletes with Individual Neutrality (AIN) regulation.
