In a series of moves, former Cabinet Office minister Sir Oliver Dowden has taken on various advisory roles since 2020, with each step being carefully considered by the Advisory Committee on Business Appointments (ACOBA).

In September 2020, Sir Oliver Dowden started his advisory role with Francisco Partners. The Committee's advice and the conditions imposed on the appointment were outlined in a letter sent at that time. An accessible version of this letter can be found here.

A few months later, in September 2022, Sir Oliver Dowden sought the Committee's advice about taking up roles with both Pierce Protocols Limited trading as Heni Limited and Caxton Associates LLP. The Committee's consideration and the conditions imposed on the appointments for both companies were outlined in separate letters, sent in September for Pierce Protocols Limited and in August for Caxton Associates LLP. The appointment with Pierce Protocols Limited trading as Heni Limited was taken up by Sir Oliver Dowden in October 2022, and the appointment with Caxton Associates LLP followed shortly after.

In January 2022, Sir Oliver Dowden also began his advisory role at Heni Limited. The Committee's advice and the conditions imposed on the appointment were outlined in a letter sent in November 2024, and the role was officially taken up in November of the same year.

Finally, in May 2023, Sir Oliver Dowden took up a role with Caxton Associates LP. The Committee's advice and the conditions imposed on the appointment were outlined in a letter sent in November 2024, and the role was officially taken up in October 2022.

It is worth noting that Sir Oliver Dowden previously sought advice from ACOBA before joining government as a minister, when he left his role as Special Adviser to the Prime Minister (Cabinet Office). This advice is also listed on this page.

In June 2025, Sir Oliver Dowden took up a role with Francisco Partners once more, following the Committee's advice and receiving their consideration and conditions in a letter sent in June 2025. An accessible version of this letter can be found here.
