The guilty duo was suspected of corruptly accepting a sizable bribe to keep their noses clean when it came to administering justice for a driving offense under Part 3 of Article 612 of the Code of Administrative Offenses of the Republic of Kazakhstan. They were accused of helping someone evade legal consequences for driving with a revoked license, euphemistically referred to as "driving a vehicle by a person whose driver's license has been revoked."
