Office of National Assembly Party Congress outlines vision for the 2025-2030 period.
The 15th Congress of the Party Organisation of the National Assembly (NA) Office for the 2025–2030 term was held in Hà Nội on July 16, with a strong focus on modernization, innovation, and raising the effectiveness of the NA Office’s Party Organisation. The event was attended by key figures such as Poliburo member, Secretary of the NA Party Committee, and NA Chairman Trần Thanh Mẫn.
At the congress, Trần Thanh Mạn and Nguyễn Khắc Định, NA Chairman and Vice Chairman respectively, emphasized the need for the NA Office to undergo strong, comprehensive reform with a new mindset and a more specialized, effective, and better-coordinated approach. The aim is to enhance leadership capacity, combativeness, and internal political security.
One of the key points stressed was the strict implementation of Party guidelines. The NA Office was encouraged to fully implement guidelines and resolutions from the Party Central Committee and the NA Party Committee, particularly those from the 14th National Party Congress and the first Congress of the NA Party Organisation, translating these into institutional practice.
Innovation in leadership methods was also highlighted. Emphasis was placed on strategic thinking, forecasting, and scientific working models in policy formulation, resolution implementation, and action planning. This is aimed at improving the efficiency and effectiveness of the NA Office's work.
Nguyễn Khắc Định, NA Vice Chairman, urged the Party Organisation to continue fulfilling its political tasks, restructure its apparatus for organisational stability, and create favourable conditions for cadres and Party members to excel and dedicate themselves to public service. He also called for innovation in leadership methods, focusing on strategic thinking, forecasting, and scientific working models.
The Party Organisation of the NA Office successfully led its subordinate units in fulfilling a significant volume of political tasks during the 2020-2025 term. Notably, the organisation effectively directed advisory work, supporting the NA in issuing historic resolutions such as the amendment of the 2013 Constitution and reforms to the legal system.
The organisation also played a key role in the implementation of the two-tier local government model and the review and resolution of legal bottlenecks to unblock stalled projects, particularly during and after the COVID-19 pandemic.
Party building and improving the quality of Party members remained a top priority for the organisation. Nguyễn Khắc Định emphasized the importance of building a clean and strong Party organisation with a focus on political integrity, ideology, ethics, and personnel.
The drafting of political and self-review reports for the Congress must objectively and comprehensively evaluate achievements, limitations, root causes, and lessons learned, while setting clear strategic directions, key tasks, and practical, breakthrough solutions for the 2025–2030 term. Reports should align with the guiding principles of the 14th National Party Congress and embody critical self-assessment.
Lê Quang Tùng has been appointed as Secretary of the Party Committee of the NA Office for the 2025-2030 term, according to a decision by the NA Party Committee's Standing Board. Effective coordination with relevant agencies and the continuation of fulfilling political tasks, restructuring the apparatus for organisational stability, and creating favourable conditions for cadres and Party members were also mentioned.
These points indicate a strong drive to modernize, innovate, and raise the effectiveness of the NA Office’s Party Organisation in line with overarching Party objectives for governance, legal development, and national stability in the upcoming term.
