Offering Long-Term Solutions for Ukraine's Arms Supply Problems: An In-Depth Analysis

The Eastern Front's stalemate is breathing life into Russia's conflict with Ukraine, yet there's no need for panic in the West. A swift and practical solution to the current armament dilemma is at hand.

The relentless war of attrition has put pressure on the European Union (EU) and the United States' resolve to keep pouring funds into Ukraine's military. In early 2024, the EU revealed it wouldn't meet its promise of delivering a million artillery rounds to Ukraine this spring. Meanwhile, US aid to Kyiv has been hindered by Republican roadblocks in Congress.

Leadership from the Czech Republic is taking matters into its own hands, launching a crowdfunding campaign on April 16 to supply Ukraine with half a million artillery rounds. However, this make-shift approach won't provide a long-term solution to the ongoing conflict.

A more stable and political framework-friendly fix is within reach, one powered by a well-established bloc within the EU known as the Bucharest Nine, or B9. This group, comprising Romania, Poland, Hungary, the Czech Republic, Slovakia, Bulgaria, and the Baltic states, all of whom have endured decades under Soviet rule, has both the desire and the experience to supply Ukraine more efficiently.

Countries like Poland and the Baltics have exhibited clear-eyed awareness of Moscow's tactics and intentions ever since Putin's first move against Ukraine in 2014. In response, the B9 formed in 2015 to counter the threat of Russian aggression. initiative.

When it comes to Ukraine, the B9 sees it not just as a neighbor under attack, but as a bulwark against further Russian expansion. With the upcoming US presidential election leaving foreign policy uncertain, the B9 offers a reliable hedge against American unpredictability.

An evaluation of the B9's capabilities, published by the German Marshall Fund in March, observed that the B9 "has been instrumental for [member states] to advocate increased defense spending, resilience building, and shaping NATO's strategic deterrence on its eastern flank." In their perspective, the B9 should continue to prioritize support for Ukraine.

The B9 is flexible, with minimal bureaucracy, which allows swift and efficient decision-making. Poland, for example, has partnered with defense companies like Northrop Grumman to boost its defense spending and domestic munitions production, setting an example for the rest of the B9.

Moreover, by pooling their resources, the B9 can not only consolidate market share and greatly enhance its market power, but also spur standardization and inter-operability across the EU's defense sector. Increased demand from the B9 bloc could reinvigorate European manufacturers to ramp up production, addressing the EU's collective-action problem in procuring materiel for national defense.

Structural backing for a B9-Ukraine initiative exists in Brussels. EU Internal Market Commissioner Thierry Breton announced a one-billion-euro plan in March to reimburse countries sending artillery ammunition to Ukraine. Hungarian opposition to aiding Ukraine has ebbed in recent months, opening the way for the B9 to maximize its potential as a supply workaround.

By improving their own security while aiding Ukraine, the B9 can strike a balance between bolstering their own defenses and supporting Ukraine in the short term, while deterring Russian aggression in the long term. A B9 supply plan can also potentially appease the US Congress, easing the path for US approval of Ukraine assistance.
