In a significant escalation of military posturing, U.S. President Donald Trump has ordered the deployment of two nuclear submarines in August 2025. This move comes amidst the ongoing conflict with Russia, centred on the war in Ukraine and accompanying tensions over tariffs and sanctions.
Trump's decision was prompted by "highly provocative" remarks from Dmitry Medvedev, Russia's Deputy Chairman of the Security Council and former president, who referenced Cold War-era nuclear threats. Medvedev's comments, interpreted as nuclear saber-rattling, were a direct response to Trump's economic measures and sanctions threats against Russia and its energy purchasers.
The deployment of nuclear submarines, a core part of the U.S. nuclear triad, signals serious concern about potential escalation from words to actions. The submarines, operating on a strictly classified basis, are positioned "in the appropriate regions" to underscore U.S. readiness and deter further escalation.
Russian attacks have resulted in the deaths of hundreds of Ukrainian civilians since June, with a combined missile and drone attack on the Ukrainian capital Kyiv early Thursday killing 31 people, including five children. In contrast, Medvedev, who served as president between 2008-2012 and is a vocal proponent of Putin's war in Ukraine, has rebranded as an avid online troll, touting extreme versions of official Kremlin nationalist messaging. However, his influence within the Russian political system remains limited.
Trump connected the submarine deployment directly to Russia's aggressive rhetoric and framed it as a precautionary measure in case those threats turn into actual conflict. At the same time, Trump expressed hope to avoid unintended consequences from this escalation in military positioning. The submarines' positioning "in the region" near Russia serves both as deterrence and as a signal accompanying diplomatic moves, including the planned visit of U.S. special envoy Steve Witkoff to Moscow aimed at exploring ceasefire possibilities.
This deployment, coming against the backdrop of a deadline set by Trump for the end of next week for Russia to take steps to end the Ukraine war or face unspecified new sanctions, reflects the deteriorating security environment and fractious diplomatic relations between the two nuclear-armed powers.
