The proposed budget marks an 7.4 billion euros increase compared to the current year's budget. The education sector claims a hefty chunk of this sum with a staggering 38.2 billion euros earmarked, followed by a generous 3 billion euros allocated for refugee support. Interest spending for the country will increase by 1 billion euros, amounting to 3.8 billion euros in 2024.

Yet, despite the substantial investment, NRW faces fiscal challenges. Economic slowdown, spiking interest rates, and lagging tax revenues by 150 million euros make it necessary for the government to cut costs in various sectors. The coalition plans to reappropriate funds to the tune of 300 million euros from the pension fund and take 150 million euros horizontally from the Bau- und Liegenschaftsbetrieb NRW (BLB) for 2024, marking its first incursion into BLB stocks.

  4. Enhancing refugee policies, with the consequence of slashing social advice services for refugees from EUR 35 million to below EUR 13 million.
  5. Implementing broad austerity measures, with EUR 3.6 billion in savings anticipated compared to financial planning.
