South Korea and North Korea Take Steps to Improve Inter-Korean Ties

President Lee Jae Myung's efforts to improve inter-Korean relations have led to significant progress, with both South Korea and North Korea taking steps to reduce tensions along their border.

South Korea has completed the removal of loudspeakers along the border that were used for anti-North Korean propaganda broadcasts. The removal began in early August 2025 as a conciliatory gesture to reduce tensions and rebuild trust with North Korea, after South Korea halted these broadcasts in June under President Lee's administration.

In response, North Korea has also been detected removing some of its loudspeakers on the border. The dismantling of loudspeakers by North Korea has been detected in parts of the front-line area since Saturday morning. However, North Korea has not officially confirmed whether it will dismantle all its speakers or the extent of its removals.

The decision to push back the exercises was made after North Korea denounced joint drills between the allies and accused the South of "blindly adhering" to its alliance with Washington. Seoul has pushed back around half of some 40 field training exercises planned as part of the annual South Korea-US combined Ulchi Freedom Shield exercise, citing "multiple factors."

The Joint Chiefs of Staff announced the dismantling of these loudspeakers by North Korea on Saturday. The annual South Korea-US combined Ulchi Freedom Shield exercise is set to take place later this month.

President Lee has called on civic groups to suspend the distribution of anti-Pyongyang leaflets, another source of tension between North and South Korea. The loudspeaker broadcasts and leaflet distribution by South Korea have been a source of tension between North and South Korea.

The JCS will continue to monitor relevant movements by the North Korean military. The dismantling of loudspeakers by North Korea is a potential sign of reduced tension between North and South Korea. Under the former conservative Yoon Suk Yeol administration, South Korea resumed loudspeaker broadcasts against North Korea for the first time in six years in June last year.
