The Election Commission of India (ECI) has published the draft electoral rolls for Bihar on August 1, 2025, marking the beginning of a Claims and Objections (C&O) period that runs until September 1, 2025. During this time, electors have the opportunity to verify their names and submit claims or objections through an official link using their EPIC numbers.

The draft electoral roll publication followed a Special Intensive Revision (SIR) exercise, intended to update the voter list by adding eligible voters and removing ineligible ones. The SIR exercise has resulted in a significant reduction of about 6.5 million names, from approximately 7.89 crore voters in January 2025 to about 7.24 crore in the latest draft.

The reasons for such a significant reduction include the removal of around 22 lakh deceased individuals, approximately 36 lakh who had permanently shifted away or were untraceable, and about 7 lakh enrolled in multiple locations.

While individual electors have submitted claims and objections (6,257 requests as of the latest update), no political party has submitted any claims or objections regarding the draft electoral rolls published for Bihar on August 1, 2025, as of August 8, 2025. The ECI has explicitly stated that no claim or objection has been received from any political party during the ongoing C&O period.

The claims and objections process allows for corrections and reinstatement of genuine electors who may have been wrongly deleted. The ECI continues to assure that no eligible voter will be excluded and no ineligible voter included in the final list.

The ECI is urging all voters to submit new photographs to their Booth Level Officers (BLOs) by September 1, 2025. The public has one month to submit claims and objections for the draft electoral rolls of Bihar.

It's worth noting that the SIR exercise has sparked a political row, with the opposition INDIA bloc alleging that the revision process could lead to the deletion of a large number of voters in Bihar. However, the ECI has stated that no name will be removed from the draft voter list without a stated reason. As per SIR orders, no name can be deleted from the draft list published on August 1, 2025 without passing a speaking order by the ERO/AERO after conducting an enquiry and after giving a fair and reasonable opportunity.
