Nighttime fireworks prohibition proposed in Riga
In the heart of Latvia, the administrative territory of Riga Municipality is set to see changes in the use of fireworks and pyrotechnics, as new regulations are proposed. Here's a breakdown of what these regulations entail and how they may affect citizens and public events.
The proposed regulations aim to regulate the use of fireworks and pyrotechnics in Riga, with a focus on public safety and order. These regulations do not apply to the use of fireworks and stage pyrotechnics during public events that have been agreed upon with Riga Municipality. However, it's important to note that these events must adhere to the hours agreed upon by the municipality, which currently exclude the hours between 10 p.m. and 7 a.m., except for New Year's Eve.
Citizens of Riga still have until 20 May to give their opinions on the time limit for the use of fireworks and stage pyrotechnics. The new regulations also do not affect the current law that requires a permit for the use of fireworks and pyrotechnics on road carriageways and footpaths, as well as the ban on their use during hours agreed with Riga Municipality for public events and from midnight to 1 a.m. on New Year's Eve.
If you're planning to use fireworks or pyrotechnics in prohibited areas, as specified by the new regulations, obtaining permission from the relevant authorities is necessary. These areas include state and local government institutions, foreign diplomatic missions, churches, houses of worship, medical institutions, educational institutions, social care and social rehabilitation institutions, bus stations, railway stations, airports, and passenger ports.
The new regulations also prohibit the use of fireworks and pyrotechnics within 100 meters of these specified areas, unless permission from the relevant authorities is obtained. It's also worth noting that the new regulations do not apply to the use of fireworks and pyrotechnics during public events that have been agreed with Riga Municipality.
In addition, the use of pyrotechnics is not allowed in areas not specified by the new regulations, even if they are not explicitly listed. This includes the courtyards of apartment buildings, where pyrotechnics may not be used.
The Municipal Police supervises the use of pyrotechnics based on the Law on the Circulation of Pyrotechnic Articles. The authorities who have the right to grant permission for the use of fireworks and pyrotechnics in the courtyards of residential buildings are typically the local municipal government or specific city departments responsible for safety and public order, such as the Riga City Council or its fire safety and public event regulation departments.
Citizens of Riga are invited to give their opinions on the time limit for the use of fireworks and stage pyrotechnics until 20 May. The newly drafted regulations, titled "On the time limit for the use of fireworks and stage pyrotechnics in Riga," prohibit their outdoor use from 10 p.m. to 7 a.m., except for public events and New Year's Eve.
