New Russian Decree Aims to Strengthen Driving School Regulations
A new presidential decree aims to enhance the regulation of driving schools in Russia. The document, published on regulation.gov.ru, proposes significant changes to the current system, which has been criticized for lacking regular inspections.
The new version of decree No. 711, drafted in 1998, seeks to address the current gap in legislation that allows some driving schools to conduct training online or in un-equipped courtyards after the initial check. The initiative is supported by driving schools, the Ministry of Education and Science, and Rosobrnadzor.
The State Traffic Inspectorate (GIBDD) plans to gain the authority to regularly inspect driver training programs and conditions in driving schools. Currently, driving schools' licenses are issued by Rosobrnadzor after a one-time check by the GIBDD, with no regular inspections afterward. The Ministry of Internal Affairs of Russia has been instructed to develop the procedure for such control by May.
The new document proposes to limit the validity of GIBDD conclusions to five years, starting from April 7, with no additional unscheduled inspections within this period. However, the Ministry of Economic Development may oppose the document due to potential overlaps in powers between the GIBDD and Rosobrnadzor.
The proposed changes aim to strengthen the regulation of driving schools, ensuring they maintain high standards and safe training conditions. The Ministry of Internal Affairs is expected to finalize the control procedure by May. However, the Ministry of Economic Development may raise concerns about overlapping powers.
