On September 11th, 2023, North Rhine-Westphalia will hold its annual Civil Defense Exercise. This joint effort by the federal government, states, and municipalities is a crucial part of maintaining and improving the region's warning systems.

The event, which takes place annually on the second Thursday of September, serves as an opportunity to test the effectiveness of various warning means and devices. This year, the exercise will involve stationary sirens, the KatWarn and NINA warning apps, city advertising boards, and the Cell Broadcast system.

The district area, including Herford, will see these warning systems put to the test. Over 90 siren locations in the district area can be controlled from the district control center in Hiddenhausen. At 11:00 AM on September 11th, three siren tones will be triggered at intervals of approximately 5 minutes throughout the exercise.

The first tone signals a test alarm, the second tone is a warning tone that increases and decreases in volume, and the third tone is another all-clear tone. The functionality of the stationary sirens, including those added since the last Civil Defense Exercise, will be checked during the exercise.

The Cell Broadcast system serves as a supplement to the KatWarn and NINA warning apps, providing additional important information from fire and rescue service control centers, BBK, and DWD. The Stroer company's city advertising boards in the district of Herford will also be activated during the exercise.

The 'siren alarm' is used to alert the population to sudden dangers, such as extreme weather conditions, accidents involving hazardous substances, or fires. The goal of the exercise is to enable comprehensive and quick warnings for the people in the region, not only in case of accidents or fires, but also in light of climate change and extreme weather conditions.

The siren network in the district of Herford is currently undergoing expansion and renovation, replacing old sirens and establishing new siren locations. However, it's important to note that individual sirens may not be triggered during the Civil Defense Exercise due to technical connection issues with the control center.

The District Administrator, Jürgen Müller, is emphasizing the importance of regional, state, and national warning days for the optimization and improvement of the warning systems. The exercise is a significant step towards ensuring the safety and preparedness of the people of North Rhine-Westphalia.
