The incoming federal administration should overhaul the national AI strategy and increase funding, as suggested by the heads of state in a Berlin meeting. The minister presidents have endorsed this sentiment in a resolution. The purpose of this strategy, they decided, is to foster growth, enhance competitiveness, and cement Germany's technological sovereignty. To achieve this, they propose establishing AI real labs within federal and state governments.

Pushing for AI Financing

Thuringia's Minister President, Mario Voigt (CDU), emphasizes the necessity of ensuring an ethically sound AI development process. He sees this as a crucial push towards the future and calls for a timely AI strategy.

Prior to the Minister Presidents' Conference, Bremen's Mayor, Andreas Bovenschulte (SPD), states that significant resources and efforts are needed to bolster Germany's AI hub. "While the federal government's yearly funding of projects at 800 million euros is decent, we might need a tenfold increase in efforts if we truly aim to regain the world's top AI standing."

Cautioning Against Overregulation

In their resolution, the states express concern about the need for European rules to be more innovation-friendly. "Strict AI system regulation can potentially hinder or even prevent the creation and utilization of innovations in this vital technology," they stress.

However, AI models for critical infrastructures and security-sensitive areas should meet the necessary security standards. “Moreover, mechanisms must be put in place to routinely assess AI models for security risks, biases, and potential manipulation vulnerabilities," the resolution states.
