National Legislature endorses the annulment of the Federal Electoral Commission

The National Assembly voted to repeal Low-Emission Zones (LEZs) on Wednesday, May 28, amidst strong opposition. These zones restricted access to certain areas for the most polluting thermal vehicles, initially introduced as a symbolic measure of the Climate and Resilience Law of President Emmanuel Macron's first term. The repeal was approved by 98 votes for and 51 against, aided by an alliance between the RePublicans, Rally, La France Insoumise, the right, and some Macronist deputies.

Introduced in 2019, the LEZs enabled the exclusion of the oldest and most polluting vehicles identified by Crit'Air stickers from certain areas, making it impossible for vehicles with a Crit'Air sticker 3 or higher to circulate in designated zones marked by traffic signs.

The application of these zones has been met with criticism from various political parties. Some elected officials argue that the implementation of these zones serves to exclude a portion of the population who cannot afford a less polluting vehicle. Aware of this issue, deputy Sylvain Maillard from Ensemble pour la République criticized the alliance between La France Insoumise, the RN, and the LR, while also urging for support in many French regions for the purchase of clean vehicles.

Air pollution is responsible for nearly 40,000 premature deaths each year, according to reports. However, the government proposed a fallback solution by limiting LEZs to Parisian and Lyon agglomerations, an approach that did not gain favor with the National Assembly. The repealed article must now be confirmed by the vote of the entire bill. However, the future of these zones is uncertain for some deputies, who believe the repeal could be challenged by the Constitutional Council as a legislative rider, or an unnecessary addition to the bill.

While the debate over LEZs illustrates a complex tension between environmental objectives and social equity, it also raises questions about the balance between environmental progress and social inclusion. Repealing the LEZs could lead to increased air pollution and health risks, as well as a reversal of the progress made in improving air quality in major cities. It could also increase mobility for low-income individuals and risk spatial segregation, raising concerns about social justice and mobility for the working class. Balancing environmental protection and social equity remains a key challenge for policymakers.
