Napier’s bold high-density housing plan sparks debate after 7500 submissions
Napier City Council has finalised a multi-year review of its District Plan, with changes taking effect after appeals are resolved. Over 7500 submissions were made, demonstrating significant community involvement.
The updated plan rezoned 1595 properties across 44 Napier streets for high-density residential use, including parts of Marine Pde and Puketapu Rd. This allows for six-storey terraced housing and apartment-style living near the central city and Taradale. Resource consents were granted on a non-notified basis.
Former Napier mayor Kirsten Wise had suggested introducing medium and high-density residential zones around commercial centres and main transport routes, away from natural hazards. However, one submitter raised concerns about the loss of sunshine, privacy, and outlook due to proposed changes on Peddie St in Taradale. Over 400 submitters made about 500 suggestions regarding the proposed changes, with 200 against, 250 wanting amendments, and 45 in support.
Napier Mayor Richard McGrath thanked the community for their involvement in shaping the District Plan, which serves as the rulebook for land use, development, and protection in Napier. The changes aim to accommodate growth and manage activities effectively.
