Enhancing Security, Updating Laws, and Advancing Support for Vision 2035: Moi's Strategic Plan Revealed

The Ministry of Interior in Kuwait has unveiled a strategic plan for the year 2025, focusing on enhancing the country's security system through sweeping legal, digital, and security reforms. This plan aims to create a safer, more attractive environment for tourism and investment while strengthening the security apparatus.

Brigadier General Nasser Bouslaib, the Director General of the Public Relations and Security Media Department at the Ministry of Interior, announced the plan. The strategic approach aligns fully with the New Kuwait 2035 vision, reinforcing justice and protection for citizens and residents, closing legal loopholes, combating exploitation and abuse, and responding effectively to new developments.

Digital initiatives, such as the "Sahel" application providing 37 electronic services with over 30 million transactions, exemplify the modernization and transparency goals in line with national development plans. The Ministry currently offers these e-services through the unified "Sahel" government application.

One of the key aspects of the plan is the amendment of various laws. The reformed Traffic Law, for instance, has promoted safer driving habits. Since its enforcement on April 22, speeding and red-light violations have dropped by 83 percent, seatbelt and mobile phone violations by 75 percent, and traffic-related deaths by 55 percent.

The Ministry is also finalizing a revised Narcotics and Psychotropic Substances Law to combat drug trafficking and abuse through more severe penalties. The updated drug legislation includes measures for prevention, treatment, and social reintegration of addicts. In 2024, 39 deaths were attributed to drug abuse, and in the first half of 2025, authorities recorded 1,451 drug-related cases, 261 addiction complaints, and 11 related deaths involving 1,864 accused individuals.

The Kuwaiti Flag Law has been amended to safeguard the dignity of the national flag and prevent its misuse. The amended law restricts the display of foreign flags, bans continuous display on private buildings, using the flag for commercial or advertising purposes, raising damaged or improperly maintained flags, and displaying flags or slogans with religious, sectarian, or tribal implications, except in the case of registered sports clubs. The amended Kuwaiti Flag Law came into effect on June 8.

The Coast Guard's operational capacity has improved through the deployment of smart, unmanned marine vessels for surveillance, tracking suspicious activity, search and rescue operations, environmental monitoring, and maritime security enforcement within Kuwait's territorial waters.

The Biometric Fingerprint Project, which has collected over 16.3 million civil fingerprints, has minimized identity document fraud, enhanced operational efficiency, and contributed to crime prevention.

The strategic plan also involves tightening legal safeguards to protect lives and property, while leveraging modern technologies to raise overall security standards. The plan aims to enhance the Ministry's capacity to respond to emerging challenges and support the "New Kuwait 2035" vision.

Moreover, the recent launch of the electronic visa system (KUWAIT VISA) facilitates the issuance of various types of visas electronically.

This comprehensive approach is designed to keep pace with social, economic, and technological changes and ensure that the Ministry’s security establishment is fully aligned with Kuwait’s future development under the New Kuwait 2035 framework.

Participants in sports clubs are now restricted from displaying foreign flags, as per the amended Kuwaiti Flag Law, ensuring the dignity of the national flag.In line with national development plans, the Ministry's electronic visa system (KUWAIT VISA) is designed to keep up with technological advancements, supporting Kuwait's future development under the New Kuwait 2035 framework.
