Cebu Governor Files Motion for Reconsideration in Administrative Case
Cebu Governor Gwendolyn Garcia has filed a motion for reconsideration at the Office of the Ombudsman, challenging a ruling that found her guilty of administrative charges related to the Mananga River desiltation project in 2024.
The motion, filed by Attorney Ben Cabrido Jr., legal counsel for Governor Garcia, was announced on August 14, 2025. The filing comes after the Ombudsman found Garcia guilty of "conduct prejudicial to the best interest of the service and simple misconduct" in the project.
According to Cabrido, Garcia is confident that under new leadership, the Office of the Ombudsman can undertake a more objective and impartial review of her case. He emphasizes the importance of respecting legal and constitutional processes.
The charges against Garcia were initially filed by Moises Deiparine. Four of the charges against her were dismissed by the Ombudsman. However, the remaining charges led to the ruling against her, for which she was ordered to pay a fine equivalent to six months of her salary, about ₱1.2 million.
Cabrido also raised concerns about the preventive suspension order and the lack of Commission on Elections (Comelec) exemption. He questioned the timing of the ruling, suggesting an "underlying intent."
