While Kozlov did not specify what Pyongyang would be providing in return, Russian President Vladimir Putin welcomed North Korean leader Kim Jong Un for a state visit in September. During this visit, Kim toured several arms companies but no arms deals were officially announced. The Kremlin also refuted accusations from the White House that North Korea was supplying weapons for Russia's war in Ukraine.
