More than 411,000 Syrian citizens choose to return to their homeland through a program facilitated by Turkey

In recent times, a significant number of Syrian refugees have been returning to their homeland through a government-coordinated repatriation program. This initiative, designed to ensure voluntary, safe, dignified, and orderly returns, has seen over 411,000 Syrians voluntarily return since early December 2024 alone.

For a 10-year-old Syrian named Nurtac Davut, born in Turkey, the decision to take her adopted cat back to Syria marks a new chapter in her life. Similarly, many others, like Ahmet Ali, a Syrian who lived in Turkey for eight years, express eagerness to reunite with relatives and rebuild their lives in Syria.

The process of returning is facilitated through several key steps. Syrians wishing to return can book appointments online via provincial migration offices through the official website (randevu.goc.gov.tr). Upon appointment, individuals receive a voluntary return form, a travel permit to the city of departure, and if needed, a letter of consent from the provincial migration directorates.

Fingerprints are taken and checked via the UYAP system for any legal restrictions. The voluntary return form is handwritten and signed on camera, with a third-party observer present to ensure fairness. Fingerprints are re-checked at the border crossing.

Returnees are gathered at coordination centers such as Istanbul’s Arnavutkoy facility and transported by bus to official border gates. Support measures include children receiving gifts before departure, customs regulations have been eased to allow returnees to take household goods with them, and vehicle licenses are cancelled for use in Syria.

The UNHCR monitors the return process to uphold safety and dignity. Since its inception, the program has seen a total of about 1.15 million Syrians return since 2016. Turkey currently hosts approximately 2.54 million Syrians under temporary protection.

While the official program emphasizes voluntariness and safety, some reports and human rights organizations have expressed concerns about coerced returns and lack of full transparency, especially from removal centers. However, the government claims increased numbers of voluntary and monitored returns.

Ahmet Ali, expressing his excitement about going home, also plans to visit Turkey again. Syrians who returned to Syria express gratitude for Turkey's hospitality and assistance. The repatriation program, with its organized process and international monitoring, continues to provide a pathway for Syrians to return to their homeland with dignity and safety.
