In the heart of Mississippi, the embattled Mayor of Jackson, Chokwe Antar Lumumba, finds himself in the heat of a re-election battle, with a storm cloud of federal bribery and conspiracy charges hanging over his head. On Tuesday, Lumumba, a three-term incumbent, and state Senator John Horhn face off in a Democratic primary runoff - a rematch of 2017's election.

"The voters of Jackson are craving something fresh," Horhn said, boldly declaring that the city is ready for a change in leadership, better infrastructure, less crime, and increased opportunities.

In their first encounter, Lumumba triumphed over Horhn, earning 55% of the vote. This time around, however, Lumumba's support dropped to 17%, just enough to propel Horhn into a runoff, who secured 48% of the vote in the April 1 primary, failing to win outright.

Horhn's surge in popularity can be somewhat attributed to the backing of Mississippi's top Democrat on the House Committee on Homeland Security, U.S. Rep. Bennie Thompson. Meanwhile, the looming indictment against Lumumba casts a long shadow on the race.

At the end of November, Lumumba, along with Hinds County District Attorney Jody Owens and Jackson City Council member Aaron B. Banks, was indicted on federal charges[1][2]. The allegations state that they accepted payments, including $50,000 for Lumumba's re-election campaign, from two individuals they thought were real estate developers planning to build a hotel near downtown Jackson's convention center. Catch? Those "developers" were actually FBI agents![3]

All three defendants have proclaimed their innocence, with Lumumba asserting that the charges told a narrative meant to cast doubt on their leadership.[1]

Professor Eric R. Schmidt, an expert on governance and politics at Millsaps College, weighs in, stating that "The cloud of criminal charges has cast a dark haze over the Mayor's electoral prospects."

In the diverse city of Jackson, where over 80% of residents are Black and 25% live in poverty[1], the primary runoff's victor is likely to become the next Mayor, according to Schmidt. The general election is scheduled for June 3.
