Minor adolescent under investigation in Cologne for alleged terrorist activities

Social media allegations against a young German citizen from Cologne have led authorities to scrutinize his Islamic extremist leanings. A 14-year-old is now under suspicion of terrorism, as he reportedly spread IS propaganda and expressed an intention to attack a Christmas market in Cologne in December 2025.

The Cologne Public Prosecutor's Office is currently investigating this minor. At first, authorities were investigating him for propaganda for the terrorist group Islamic State. He is said to have posted two videos and a message with IS references on TikTok, along with distributing a sworn oath to the current IS caliph.

Further social media accounts belonging to the suspect were found during the investigation, where he allegedly shared Islamic content. Indications of attack plans made by the teenager emerged during an exchange of operational information between security forces. He also considered traveling abroad, according to reports. The police later took him into custody for identification purposes.

Minister Reul: TikTok - A Nest for Extremism

"This young man not only glorified and disseminated IS propaganda on his social media channels, but also conjured up attack fantasies. It's incredible that a 14-year-old could be like this," said NRW Interior Minister Herbert Reul. "Social media are fuel for extremism. TikTok has long gone beyond being a mere stage for dances; it has become a breeding ground for extremism."

Radicalization occurs in real-time - right on your smartphone. "We must also keep an eye on these channels. That means accepting more accountability from platform providers. I'm glad our security authorities acted quickly," said the CDU politician.

TikTok and similar platforms pose challenges for preventing extremism among minors. While content moderation policies, research collaborations, and educational programs aim to address these issues, there are complexities and evolving threats that can make them difficult to implement effectively. A balance between free speech and user protection is crucial, but inconsistencies in policies across platforms can complicate matters further. Continuous adaptation, international cooperation, and standardized policies are essential for improving the effectiveness of social media strategies against extremism.
