Minister Madsen Advocates for Clear Signal to Northvolt Investors

CDU politician Claus Ruhe Madsen, Minister for Economic Affairs in Schleswig-Holstein, urged Federal Minister for Economic Affairs Robert Habeck to provide a clear signal to Northvolt, a Swedish investor planning a battery factory in Heide. Madsen wished for a commitment that Germany would uphold its existing promises to investors, following discussions between federal and state economic and energy ministers in Berlin.

The decisions concerning Northvolt's factory investment in Heide have already been made within the federal state, and Madsen stressed the necessity for the federal government to provide a confident response to guarantee no doubts remain among the investors regarding Germany's commitment.

Northvolt aims to manufacture battery cells for electric vehicles in the Heide factory beginning in 2026, with a projected 3,000 jobs created and an investment of 4.5 billion euros. The company invested 100 million euros in the construction project in Heide, as first reported by sources close to the project.

Madsen acknowledged the German and state governments' decision to proceed with all projects; however, he favored a focus on problem-solving strategies and methods for implementation rather than solely discussing what remains unresolved.

The German Federal Constitutional Court declared a reallocation of 60 billion euros in the 2021 budget for coronavirus crisis relief, deemed unconstitutional. As a result, the federal government cannot utilize funds intended for climate protection purposes. The administrative fund, created to finance initiatives for more climate protection, advance future technologies, and promote a climate-neutral economy, could be significantly impacted by this decision.

Addressing investor confidence in respect to Northvolt's factory project, Madsen emphasized the requirement for a consistent economic policy statement from the federal government to reassure investors that Germany would honor its commitments. Such consistency is essential not only for Northvolt but also for potential investors in Germany.

The German government's financial involvement in Northvolt's battery factory project in Heide includes a 600 million euro loan from the German development bank, KfW. The federal and state governments will both provide half of the guarantee for this loan. While the construction of the factory is continuing as planned, the political perspective surrounding the loan is contentious, with the CDU and FDP expressing dissatisfaction with the classification of an auditor's report as secret. This conflict will be discussed before the Bundestag Budget Committee.

The German government's support for strategic industries like renewable energy and advanced manufacturing is seen as a positive step towards stimulating economic growth and innovation. However, ongoing economic challenges and geopolitical uncertainties in Germany could foster a sense of pessimism among investors. Political disputes, such as the one concerning the Northvolt loan, could further intensify these worries, necessitating transparent communication from the government to reassure investor confidence.
