Minister advocates for reducing bureaucratic obstacles in digital entities

Minister of Digital Affairs Karsten Wildberger has outlined a comprehensive plan to reduce bureaucracy and modernize the administration in Germany. The plan, which was reported by Bild and the German Press Agency, aims to cut bureaucratic costs by 16 billion euros, equivalent to about 25 percent of current expenditures across federal government departments.

The plan, which was announced in a letter sent on August 5, requests all federal ministries to submit concrete proposals to reduce bureaucracy by September 15, 2025. To oversee and push the reductions, a ministerial meeting during the summer recess will be convened to establish a "relief cabinet."

The plan also includes a comprehensive reform agenda focused on state modernization and dismantling entrenched administrative structures. This will involve implementing a "one-in-two-out" regulatory principle, requiring that any new administrative burden introduced be offset by the elimination of two existing burdens. Ministry representatives will be engaged to assess ongoing bureaucratic reduction measures.

In addition to the bureaucracy reduction measures, the federal government is pursuing structural reforms to streamline processes. These reforms include simplifying and digitizing authorization procedures for renewable energy systems, eliminating redundant material flow balance requirements in agriculture, and accelerating digital public procurement procedures.

The broader modernization effort is supported by the creation of a State Secretaries Committee on State Modernisation and Bureaucracy Reduction, which will coordinate these reforms to significantly lower bureaucratic costs for businesses, citizens, and administrations.

Minister Wildberger emphasized the importance of trusting and empowering citizens and businesses more, stating that Germany has accumulated bureaucratic concrete over decades and the need is to remove it consistently. The Ministry of Digital Affairs and State Modernization, which Wildberger heads, will also be responsible for managing online citizen services.

The focus of an October cabinet meeting will reportedly be on deregulation and de-bureaucratization, as previously reported. The specialist department of Wildberger's ministry will follow up with departments about the status of bureaucracy reduction projects.
