In a significant move for Germany, Digital Minister Karsten Wildberger has called on ministries of the federal government to submit plans for bureaucracy reduction by September 15, 2025. The call was made in a letter sent on August 5.

Wildberger, who was appointed to his cabinet position by Federal Chancellor Friedrich Merz, is the head of the newly created Ministry of Digital Affairs and State Modernization. The minister, a former top manager of MediaMarktSaturn, believes that the state should trust citizens and businesses more and give them more responsibility.

The letter, first reported by the "Bild" newspaper, requests concrete proposals to cut bureaucratic costs by 16 billion euros, about 25% of current expenditures. Wildberger has emphasized substantial deregulation over incremental changes and is considering a “one-in-two-out” regulatory principle whereby any new administrative requirement must be matched by two deregulations.

The specific bureaucracy reduction plans submitted by German ministries include initiatives such as the establishment of an inter-ministerial committee of state secretaries focused on state modernization and bureaucracy reduction. This committee, coordinated by the Ministry for Digital and State Modernisation (BMDS), aims to streamline administrative procedures and reduce fragmentation.

Other related initiatives and reforms include simplification and acceleration of public procurement processes, the introduction of simpler digital authorization procedures for renewable energy systems, and the elimination of redundant administrative requirements. The Digital Ministry is also spearheading digital ID “Wallet” technology, aiming to reduce bureaucratic hurdles by enabling secure digital identification by early 2027.

At the upcoming cabinet retreat in late September 2025, Wildberger plans to present a comprehensive reform agenda focused on state modernization and bureaucracy reduction across federal agencies. The focus of the October cabinet meeting is reportedly on "deregulation and de-bureaucratization".

The letter about bureaucracy reduction is also available to the German Press Agency. The specialist department of Minister Karsten Wildberger's ministry will contact departments regarding the current status of "bureaucracy reduction projects". Minister Wildberger has stated that Germany has accumulated bureaucratic concrete over decades and that it is necessary to consistently remove it. He hopes for good cooperation in achieving this goal.
