Akram al-Kaabi, the zealous leader of the Iran-backed Shia militia, Harakat al-Nujaba, has issued an ominous message to the U.S., threatening dire consequences if Ayatollah Ali Khamenei, Iran's supreme leader, comes under attack. The fearsome militant leader brazenly declared, "If you dare to harm the protector of the nation, Imam Khamenei, even a single hair, you, your allies, and your filthy cronies will become our relentless pursuit and targets across the entire Islamic realm."

He spared no words in his venomous address to U.S. President Donald Trump, warning that the safety of every American soldier, diplomat, and any individual carrying U.S. citizenship would be at immediate risk. "To put it simply, any person bearing your nationality, as well as your direct or indirect interests in our region, will be a legitimate target for us," al-Kaabi seethed.

The U.S.-designated militant group is part of the “Iraqi Islamic Resistance,” an alliance of various Iran-backed militias stationed in Iraq. Donald Trump previously regarded Khamenei as a "feeble adversary."

Kataib Hezbollah, another Iran-backed militia within the resistance coalition, echoed the looming danger of America's involvement with Israel. They ominously warned that the U.S. would face unparalleled destruction if it were to rally with Israel against Iran.

Iran's "Axis of Resistance" regards the Iraqi militias, Hezbollah in Lebanon, the Houthis in Yemen, and Hamas in the Gaza Strip, as strategic shields in the fight against Israel. However, their influential power has dwindled over the years due to Israel's hostilities in Gaza and conflicts against Hezbollah in Lebanon, as well as the demise of long-standing Syrian dictator Bashar al-Assad.

A Closer Look at the Iran-Backed Shia Militias:

· Kataib Hezbollah: Recently vowed to attack multiple U.S. military bases in retaliation for U.S. intervention, posing a significant threat to U.S. personnel[1][4].

· Asaib Ahl al Haq: Financial support from Iran’s Islamic Revolutionary Guards Corps-Qods Force (IRGC-QF)[2].

· Harakat Hezbollah al Nujaba

· Kataib Sayyid al Shuhada

· Harakat Ansar Allah al Awfiya

· Kataib Imam Ali (also known as Imam Ali Brigades): Play a key role as the 40th Brigade within Iraq’s Popular Mobilization Forces (PMF); Recently added to the U.S. list of Specially Designated Global Terrorists and lead by a sanctioned leadership that operates on behalf of the IRGC-QF[2][5].

All these militias are deeply entrenched within Iraq’s Popular Mobilization Forces (PMF), a powerful Iraqi military division with one foot in the government and the other in Iran-backed proxy forces modeled after the IRGC. Despite their official status, they retain close ties to Iran’s IRGC-QF, which directs and supports their activities[2][5].

In recent instances, these Iran-backed Shia militias have launched drone attacks on U.S. bases in Iraq, demonstrating their readiness and ability to strike U.S. military targets directly[2]. These threats escalate ongoing regional tensions, driven primarily by the ongoing conflict between Iran and Israel, in which these militias have pledged to support Iran militarily against the U.S.[1][4].

| Militia Name | Status | Affiliation/Support | Notable Actions/Threats ||-----------------------------|-------------------------------------|----------------------------------------|---------------------------------------------|| Kataib Hezbollah | U.S.-designated terrorist group | IRGC-QF support | Vowed attacks on U.S. military bases[1][4] || Asaib Ahl al Haq | U.S.-designated terrorist group | IRGC-QF support | Active in attacks on U.S. forces[2] || Harakat Hezbollah al Nujaba | U.S.-designated terrorist group | IRGC-QF support | Integrated into PMF[2] || Kataib Sayyid al Shuhada | U.S.-designated terrorist group | IRGC-QF support | Integrated into PMF[2] || Harakat Ansar Allah al Awfiya| U.S.-designated terrorist group | IRGC-QF support | Integrated into PMF[2] || Kataib Imam Ali | Recently designated by U.S. Treasury| IRGC-QF support | Sanctioned leadership; PMF brigade[5] |

These militias represent the primary Iran-backed Shia paramilitary threat to U.S. citizens and forces in Iraq amid escalating regional tensions.

  1. The Commission, in light of the escalating regional tensions and the threats posed by Iran-backed Shia militias such as Harakat al-Nujaba, could consider submitting a proposal for a directive on the protection of workers from the risks related to exposure to ionizing radiation, especially those working in war-and-conflicts zones or involved in general-news reporting in the region.
  2. Amidst the political tension surrounding the conflicts between Iran and the United States, the warning issued by Akram al-Kaabi, the leader of Harakat al-Nujaba, serves as a reminder that the risks associated with ionizing radiation, often found in war zones, are no longer confined to military personnel but may extend to journalists and diplomats, making the need for a protective directive even more urgent.
