NATO military leaders and U.S. officials are engaged in discussions to establish security guarantees for Ukraine, aiming to provide a robust, multi-layered defense framework following a potential peace deal with Russia. These guarantees focus on strengthening Ukraine's armed forces and implementing international security commitments from Europe and the United States.

The proposed model resembles an "Article 5-like" framework, similar to NATO's mutual defense pact, with the goal of deterring future Russian aggression. The United States is reportedly willing to provide critical "strategic enablers" such as intelligence, surveillance, and reconnaissance (ISR); command and control (C2); air defense assets; aircraft; logistics; and ground-based radar to support a European-led force deployed in Ukraine.

This force would involve European states contributing "tens of thousands" of troops, effectively backed and enabled by U.S. assets. Ukrainian troops would defend behind a demilitarized zone patrolled by neutral peacekeepers, with NATO states arming and training these forces. Moreover, a European-led deterrence force would operate further inside Ukraine as a "third line of defense," with U.S. support assets operating from the rear.

The framework is still under intense diplomatic discussion, with NATO military chiefs and U.S.-European leaders holding virtual meetings. The United Kingdom has agreed that planning teams will meet with U.S. counterparts in the near future to advance security plans for Ukraine. Admiral Giuseppe Cavo Dragone, chairman of NATO's military committee, will participate in a video conference on Wednesday to discuss the current security environment in Ukraine.

However, Russia has firmly rejected NATO troops on Ukrainian soil and insists that security cannot be negotiated without Russian involvement. President Donald Trump has ruled out sending U.S. troops into Ukraine but suggested that Washington could provide some type of air support. Efforts continue to arrange direct talks between Putin and Zelensky, encouraged by President Trump as part of broader diplomatic momentum.

The talks are taking place under unique circumstances, with security guarantees being a central issue. The exact mechanisms and commitments are still being negotiated amid complex geopolitical and military realities. The discussions represent an evolving approach to securing Ukraine’s postwar defense and deterrence without NATO membership, harnessing a combination of national, European, and American military contributions.
