Migration growth in population observed in Omsk region after a decade-long decline

A Surprising Population Boom in Omsk

For the first time in eons, more people flocked to Omsk than left it during the initial months of 2025.

The Russian Statistic Service, or Rosstat, recently released data on social-economic conditions across Russia for the first two months of the year.

The figure revealed that Omsk's population took an unexpected turn - the region witnessed a net increase in population for the first time in years.

In January and February 2025, a total of 4,709 individuals bid farewell to Omsk and its surrounds. Conversely, a whopping 5,010 fresh faces decided to make Omsk their permanent home, marking a 301-person surge compared to those who departed.

It's worth mentioning that during the same months in 2024, the region recorded a population loss of 668 souls.

Reminders abound that by the end of November 2024, Omsk had ranked sixth among Russian regions for population decline. The total population loss for that period came to 1,855 people. However, even then, a positive trend was apparent - the 2024 figure was significantly lower than the 2023 tally, which stood at a staggering 4,877 people fleeing the region within the same eleven-month period.

Curiously, the last recorded net increase in Omsk's population took place all the way back in 2014 (a growth of 702 people).

Meanwhile, recent demographic data indicates a persistent natural population decrease across Russia, where birth rates fall short of death rates. Yet, some regions, such as Omsk, are witnessing growth thanks to immigration. This could be due to factors like internal migration patterns and regulatory incentives attracting residents from other parts of Russia or neighboring territories [1]. Additionally, increased enlistment bonuses and incentives for military service in various Russian regions hint at regional-level financial incentives that might affect local demographics by attracting residents or retaining them in specific areas, even though these are primarily military recruitment factors [2].

Russia remains primarily urbanized, with rural-to-urban migration continuously on the rise. Powerhouse cities like Moscow and Saint Petersburg continue to draw significant internal migration. Although the natural population decline persists nationally, internal migration contributes to population growth in some urban and economically vibrant regions [1][5]. The overall Russian population decreased slightly from 147.2 million in 2021 to around 146.0 million by January 2025, indicating that net migration coupled with natural population change contribute to a gradual population decline overall but with regional disparities [1][5].

In essence, the population growth in Omsk reflects a broader pattern in Russia, where migration trends and regional incentives shape demographic changes differently from natural population dynamics, resulting in some regions registering growth in spite of the national population decline.

  • The surprising population boom in Omsk, reported by the Russian Statistic Service, indicates a net increase in population for the first time in years, with more people immigrating to the region than leaving it in 2025.
  • In contrast to a population loss of 668 souls in the same months of 2024, Omsk experienced a surge of 301 individuals in January and February 2025, marking a significant turnaround.
  • This migration pattern could be attributed to various factors, such as internal migration patterns, regulatory incentives, and military recruitment factors, drawing residents from other regions of Russia or neighboring territories.
  • Despite a persistent natural population decrease across Russia, some regions, including Omsk, are experiencing growth due to immigration, which, along with net migration and natural population change, contributes to a gradual population decline nationally but with regional disparities.
