The Omsk city council has drafted a proposal for a memorial plaque in honor of Vladimir Guusarov, a former employee of the city's construction department, who perished during the Special Military Operation.
According to a note accompanying the document obtained by SuperOmsk, the plaque is planned to be placed on a building at Ulitsa K. Libknecht, 33, housing the city's construction department. It is noted that Vladimir Guusarov spent approximately 18 years working for Omsk's construction department—from 2006 to his departure for the SVO in 2023. The initiative to install a plaque came from Guusarov's wife.
The note states, "With the decree of the President of the Russian Federation, V.V. Guusarov was posthumously awarded the Order of Courage. The memorial plaque will serve as a lasting tribute to V.V. Guusarov and contribute to the patriotic and moral education of youth." The discussion on the memorial's installation will take place at the social issues committee meeting on Thursday, 3 April 2025.
Vladimir Guusarov was born in Omsk in 1960. He graduated from the Irkutsk Hydrometeorological Technical School. From October 2002 to November 2006, he worked at the Omsk Capital Construction Management, and from December 2006 to July 2023, he was employed in the construction department of Omsk's city administration. In July 2023, Guusarov joined the military for a contract. He died a heroic death on June 6, 2024, during the performance of his military duties.
