MCAs of Embu initiate plans for Finance CEC's removal.
In Embu County, the County Assembly has initiated a move to remove Finance County Executive Committee Member (CEC) Kinyua Kamaria from office. The Assembly is set to consider the formation of a select committee to oversee the removal process, following a resolution passed during the Fourth Session, where members overwhelmingly supported the motion to remove Kamaria on grounds of gross violation of the Constitution.
The proposed select committee, led by Deputy Speaker Ibrahim Swaleh as Chairperson, will consist of five Members of the County Assembly (MCAs). The committee will investigate allegations against Kamaria, which include failure to provide requested budget implementation reports for the 2023/2024 financial year to the County Assembly and acts deemed contemptuous to the Assembly by not complying with information requests.
The committee is tasked with giving Kamaria an opportunity to respond to the accusations before submitting a report back to the assembly within ten days. The select committee members include Ibrahim Swaleh (Chairperson), Maurice Macharia (Nginda), Anne Lily Njiru (Nominated), Susan Wairimu Nyagah (Kagaari South and Chair finance), and Samuel Njeru Githumbu (Nthawa).
The impeachment proceedings arise from a series of unanswered requests dating back to April 2024 by the Assembly’s Committee on Finance and Economic Planning. Kamaria's failure to comply with these requests was cited as a violation of Articles 10, 195, and 232 of the Constitution, as well as the County Assemblies Powers and Privileges Act.
This move demonstrates the County Assembly's commitment to enforcing legislative oversight and ensuring accountability in county governance. The select committee will begin its inquiry into the allegations against Kamaria in the coming days. The intention behind the impeachment proceedings is to uphold legislative oversight and accountability in county governance.
The select committee, chaired by Deputy Speaker Ibrahim Swaleh, has been tasked with investigating allegations against Finance CEC Kinyua Kamaria, including his failure to provide budget reports and non-compliance with information requests, which may lead to a breach of health policy-and-legislation. The committee's report, due within ten days, will be crucial in determining Kamaria's future role in county governance, contributing to general news and reassuring the public of the County Assembly's commitment to maintaining accountability in politics.
