Schwedt/Oder's Mayor Hopeful About PCK's Future Despite Budget Concerns

Annette Hoppe, the mayor of Schwedt/Oder, expresses a mix of apprehension and optimism following the budget ruling from Karlsruhe. The ruling could potentially impact the planned subsidies for the PCK refinery's transformation. Hoppe, a member of the SPD, tells the German Press Agency, "Of course, we're all worried. But I have no doubt that the state government will do everything in its power to ensure funds for the Schwedt site's transformation flow."

The PCK refinery's investment in the future and planned upgrades of the oil pipeline from Rostock to Schwedt are part of their concern. Hoppe believes that if any refinery can navigate such a transformation, it's Schwedt. The refinery's excellent access to green electricity due to an electricity line at the plant's fence and a nearby natural gas pipeline system that could be used for hydrogen, gives it a strategic advantage.

The refinery has been a significant fuel supplier in northeastern Germany, primarily processing Russian oil until 2022. With Russia's aggressive war against Ukraine and the subsequent sanctions, the German government switched to other sources, like oil from Gdansk and Rostock ports and Kazakhstan. Despite controlling the majority shares of PCK, the federal government wants to ensure fuel supply continuity.

Despite skepticism, Hoppe notes that the mood in Schwedt has improved. No one has lost jobs, and processing other oils has proven successful. However, there still remains a certain degree of uncertainty, especially in light of the German Constitutional Court's ruling regarding 60 billion euros in the 2021 federal budget.

Despite budgetary worries and the Constitutional Court's ruling, Mayor Hoppe remains hopeful that the state government will secure funding for the PCK refinery's transformation. The refinery's strategic location and access to green energy make it crucial in the shift away from Russian oil to environmentally friendly hydrogen.
