Our proposal: a solidarity insurance that should cover the nation, rather than just select areas."

The drive for progress starts in Saxony-Anhalt, where legislation for a state-wide initiative can be enacted. However, the ultimate goal is a nationwide regulation. Thus, the Greens are pushing for a Federal Council initiative on this issue. "We can't afford more delays," emphasized Lüddemann.

Disparate views within the coalition

The support for such a policy is not unanimous within Saxony-Anhalt's government. Environment Minister Armin Willingmann (SPD) has expressed his backing for mandatory insurance measures, as well. "We need to shift our focus away from relying on state aid programs following natural disasters. Homeowners should have been insured privately in the first place," he stated.

Alongside ministers of the federal states and the Federal Environment Ministry, the Greens aim to present a bill that would expand residential building insurance policies to encompass weather-related damage protection. They are also considering the option of building owners electing to opt out of the climate disaster insurance, forgoing state aid in the event of damage.

On the other hand, the FDP state parliamentary group opposes insurance obligations for property owners. Instead, they propose that insurers should be obligated to offer homeowners insurance coverage against climate-related damage.
