Man City Charges Delay Decision Not Within Premier League's Control, Asserted CEO
Manchester City's 115 Premier League financial charges, issued in February 2023, have been under investigation since September 2022. The independent panel hearing concluded on December 6, 2024, after 12 weeks, but as of August 2025, a final verdict remains unannounced.
The Premier League CEO, Richard Masters, has emphasised that the league has no control over the timeline of the panel's decision due to confidentiality rules. Any party dissatisfied with the outcome can lodge an appeal, which may further extend the resolution timeline.
The charges against Manchester City involve numerous allegations of breaches of the Premier League's financial rules. The club denies any wrongdoing and claims to have a "comprehensive body of irrefutable evidence" to clear their name.
City is charged with failing to report accurate financial information for nine seasons from 2009/10 to 2017/18, as well as failing to provide full details of remuneration in contracts with players between 2010/11 and 2015/16. The charges also include allegations of failing to cooperate with the subsequent investigation.
Since an Abu Dhabi-backed takeover in 2008, City's fortunes have been transformed on the field, becoming the dominant force in English football. Eight of City's 10 top-flight league titles have come since 2012, and they won the Champions League for the first time in 2023.
Despite these achievements, the case against City continues to hang over the Premier League as the 2025/26 season gets underway, with no decision published yet. The potential punishments, while significant, are unlikely to include expulsion since that would require a majority vote among Premier League clubs.
