Malaysia will introduce five major housing reforms starting on January 1, 2026. The changes aim to improve buyer protection, close regulatory gaps, and create a more efficient digital housing system. Housing and Local Government Minister Nga Kor Ming has pushed for faster and more effective policy implementation under the AFA (accommodate, facilitate, accelerate) approach.

The reforms cover several key areas. Legislative updates will strengthen existing rules, while an electronic Sales and Purchase Agreement (eSPA) will simplify transactions. A new digital platform, the Housing Integrated Management System (HIMS), will track every stage of housing development in real time. This system ensures transparency by monitoring project progress and financial flows.

The Madani Housing Reforms mark a shift toward a more secure and digital housing market. Buyers will gain better protection, while developers face stricter oversight. If successful, the changes could position Malaysia as a leader in transparent and efficient housing management.
