The M23 militia, with a bit of help from Rwandan soldiers, has been making a play for control in the eastern part of the Democratic Republic of Congo (DRC) since January.They've snatched up places like Goma and Bukavu, the provincial capitals, and it's looking like Rwanda might be an accomplice, with reports of thousands of Rwandan troops aiding the M23.

In the wake of the M23's capture of Goma on January 27, 2025, reports of brutal killings of civilians surfaced. The International Criminal Court is mulling over an investigation into these crimes, stressing the importance of punishing those responsible, given the suspected Rwandan support for the M23.

Human Rights Watch has been shouting from the rooftops, urging governments involved in peace negotiations to pressure Rwanda to ditch the M23 and make justice a priority in any peace deals. HRW also supports the International Criminal Court's efforts to scrutinize these war crimes, highlighting Rwanda's complicity in the M23's heinous acts.

Despite the April 25, 2025 declaration of principles from the DRC and Rwanda promising a peaceful resolution, fighting continues. The M23 seems intent on escalating its aggression in North Kivu province. The United Nations Security Council has condemned the M23's escalating attacks and called for an immediate ceasefire, but as of now, the situation remains unsettled, with ongoing violence and human rights atrocities cropping up in the region.
