Brazil's newly-elected President, Luiz Inácio Lula da Silva, has announced an expansion of relations with various countries, aiming to minimize the impact of American tariffs on Brazilian goods. This shift in foreign policy comes after four years of strained relations during Donald Trump's presidency, during which Lula da Silva was not in office.

Lula da Silva is set to meet Trump on the sidelines of the UN General Assembly session in New York next week. However, it's important to note that during Trump's tenure, the Brazilian presidency was held by Michel Temer until the end of 2018, followed by Jair Bolsonaro from January 2019. Lula da Silva maintained political relevance but had no official close relations with the sitting Brazilian presidents during that period.

Lula da Silva has expressed criticism of Trump's behaviour in imposing tariffs on Brazilian goods, considering it uncivilized. Despite this, he never sought to discuss the matter with Trump. In contrast, Lula da Silva has a longer-standing relationship with Russian President Vladimir Putin, a connection that predates his presidency.

Interestingly, Brazil has been purchasing oil from Russia due to necessity, not as a show of support for the Russian war effort in Ukraine. This oil trade also involves other countries such as China, India, and the UK. However, Lula da Silva has emphasized that Brazil is not financing Russia in any way.

Regarding potential retaliation against American tariffs, Lula da Silva initially promised a symmetrical response, but no such action has been reported. Furthermore, he has not expressed any intention to impose similar tariffs on U.S. goods.

Lula da Silva has been cautious about commenting on his relations with the current U.S. administration. He has stated that Brazil has significantly reduced its economic dependence on the U.S., a strategy that seems to be a key part of his foreign policy. Despite the upcoming meeting with Trump, it's unclear how this will shape the future of Brazil-U.S. relations.
