The Canton of Lucerne faces challenges in cutting agricultural ammonia emissions by 2030. Despite a recent 11% drop, the region is unlikely to meet its 20% reduction target. Officials now admit earlier estimates for emission cuts were too optimistic.
Luzern holds the highest livestock density in Switzerland, leading to elevated ammonia levels. Authorities had hoped covering manure storage tanks would slash emissions by 450 tons. In practice, the measure only reduced them by 150 tons.
The canton’s original plan relied on technical fixes and regulations. Now, the outcome hinges on consumer behaviour and market trends. Without further intervention, meeting the 2030 goal remains uncertain.
