Lower Saxony overhauls pharmacy supply rules for doctors in 2026

A new statewide agreement in Lower Saxony will change how pharmacies supply practice medications to doctors. The deal, signed between the Landesapothekerverband Niedersachsen (LAV) and statutory health insurance funds, takes effect on 1 July 2026. It replaces a patchwork of old arrangements with a single, standardised framework.

The previous regulations were set to expire by the end of 2025, prompting months of negotiations. The final agreement includes a no-strike clause to prevent supply disruptions until the new terms began on 1 July.

Under the new contract, pharmacies will receive 80 cents per vaccine dose initially, rising to €1 once performance targets are met. The deal also introduces standard priority rules for dispensing finished medicines, ensuring consistency in how practice supplies—such as medications, vaccines, and emergency materials—are distributed. One key goal is to cut bureaucracy while maintaining cost-efficiency and quality. All pharmacies in Lower Saxony supplying contract doctors must now follow the same rules, marking the first time a unified, cross-insurer agreement has been established in the region.

The contract simplifies how pharmacies provide essential supplies to medical practices. It guarantees clearer payment terms, reduces administrative hurdles, and ensures uninterrupted delivery. The changes will apply to every relevant pharmacy in Lower Saxony from next summer.
