In a surprising turn of events, President Donald Trump has declared a crime emergency in Washington D.C., authorising temporary federal control over local police services on August 11, 2025. This decision was made under an Executive Order that invoked authority from the District of Columbia Self-Government and Governmental Reorganization Act.

The emergency declaration has led to the deployment of about 800 D.C. National Guardsmen and hundreds of federal law enforcement officers from agencies such as Homeland Security and the FBI. The Attorney General has been delegated authority to oversee and monitor these emergency measures, recommending their continuation or termination as conditions develop.

The federal control is legally based on a statutory emergency power intended for brief intervention. However, the emergency powers can continue only as long as emergency conditions persist and at the Attorney General’s recommendation. This means that the federal control could potentially be extended if the administration continues to claim an ongoing emergency.

The D.C. Mayor, Muriel Bowser, and city officials dispute the necessity and existence of a federal takeover, asserting that crime in the District remains near historic lows and there is no such takeover. The situation involves an active dispute over authority and duration, with the exact timeline dependent on developments and legal-political resolutions.

Trump has expressed his desire to extend the federal control of the police in Washington beyond mid-September, but the timeline could be prolonged as long as the federal government maintains the crime emergency declaration. However, it's important to note that the initial period for the President to place the local police under federal control is 48 hours, after which a vote is required from both chambers of Congress for the control to continue beyond 30 days.

The "Home Rule Act" allows the police in Washington to be placed under federal command in case of an emergency. Trump has ordered the police in Washington's capital district to be placed under the command of Attorney General Pam Bondi, justifying his decision using the "Home Rule Act."

As of now, there is no concrete information indicating that the federal control will become permanent. The situation remains fluid, with the outcome dependent on the development of the crime emergency and the political and legal resolutions that follow.
